E-learning for municipalities and regions
No two municipalities are alike — but many of the tasks recur. We have made e-learning for municipalities and regions on information security, GDPR, good administration, health and safety, onboarding and sickness absence. We know the field, and we have built a lot that can be reused.
What can be reused is adapted to your organisation: name, logo, voice-over, your own rules and your own cases. That way the time and the money go on what is yours.

Five modules on good conduct, security and administration
Information security, GDPR, good administrative practice and health and safety are not subjects you “just” make a course about. It is complex material, legally heavy and dependent on both context and audience — and it has to be communicated to a large and broad group of employees whose roles and working situations vary widely.
Together with lawyers from several departments in Odense Municipality, we built five modules with a total duration of almost an hour and a half. They are in use in the municipality today:

The ambition was precision with respect for people’s time: employees should only meet what they actually need — without compromising on professional quality. The modules are made in Vyond and Storyline with short animated cases from everyday municipal work, where the employee takes a position and gets feedback.
A version for your municipality gets your name, logo, colours and references, and the voice-over is recorded again. You can take all five modules or only the ones you are missing. If you have your own cases from your departments, they can be built into the same format, so the technical and environmental department sees building cases, and children and young people’s services see their own. The Odense text has been legally reviewed. The new parts should be read through by your lawyer, and that is built into the process.

An onboarding programme
»We were interested in giving a nuanced picture of the many different tasks we solve as a municipal workplace, and at the same time signalling that with employment at Herning Municipality you are not just employed at a single workplace — you are also part of something bigger. At the same time it was important for us to show this through concrete examples, and not by presenting the new employee with large organisational charts.«
Herning Municipality has more than 7,700 employees across more than 150 workplaces. Information for new joiners existed, but every manager had to find the time and the form for the induction themselves. The municipality wanted something that conveyed the culture without feeling like a staff handbook.
The programme was built around the questions a new employee actually asks: the ones in the first week, and the ones that only come later. At its heart is a welcome video with real employees talking about their everyday work, and a series of short animated films of two to three minutes on holiday, absence, pay, senior schemes and parental leave. The films stand on their own, so they can sit on the intranet, in the LMS or on the careers page, and a new employee finds them when the question comes up. Herning uses them on its careers page today.
A version for your municipality: the structure, the films on the rules that follow from the collective agreements, and the module on staff benefits and rules on gifts are adapted to your circumstances. The welcome video has to be your own, with your own employees. We film it at your place.

And once the new employee has started. The programme gives the culture and the rules. What is usually missing in the first week is something else: who do I ask, what should I do today, and what can wait. For that we have Onboarding Studio, a small employee app with checklists and short guides that shows what is relevant now and holds the rest back. Three films on sickness absence
Esbjerg Municipality asked us to shorten a course for managers on sickness absence that lasted an hour and a half. We ended up making something else. Sickness absence is not just a set of rules to be learned by heart. It is an area of sensitivity, dilemmas and practical difficulties, and it was those that stood in the way, not the rules.
Together with managers, employee representatives and health and safety representatives, we found out what made it difficult to contact a colleague on sick leave early. The solution was three short animated films of about 9 minutes in total, sent to both managers and employees, a sickness absence policy boiled down to what can be explained, and a message from the HR system when contact should be made. The films explain why early contact helps, and what you can expect of each other.

And the sickness absence? Short-term absence fell by half a day per employee. In an organisation with more than 10,000 employees, that is about 26,600 hours — or 3,600 working days — in a year, and the fall has held steady. The films, the simpler policy and the new messages came at the same time, so we cannot say what did what.
A version for your municipality gets your contact points (which days, who calls), your name and logo, and new voice-over. The films are made so they can be sent to all employees, not just the managers.

Workshop
We start with a workshop with you — HR, managers and preferably some of the people it is about. Here we find out what stands in the way in your everyday work, and what needs to be adapted to your municipality.
Storyboard
You see all the content in writing before anything is built, with the unchanged and the new clearly separated. Your lawyer or HR reads the new parts through.
Adaptation
We record the voice-over, animate and build. One review round, where you see the finished course.
Delivery
SCORM package, source files and handover. You own the result and can edit text and questions yourselves if you have an Articulate licence. Otherwise we do it.

How the Danish healthcare system is organised
A course for specialist doctors from abroad on how the Danish healthcare system is built up, and on the flat hierarchies and informal tone that surprise most people who come from outside. The course exists in Danish and English and runs in the region’s own learning system.

Frequently asked questions
Does it run in our own LMS?
Yes. Everything is delivered as SCORM 1.2 or 2004 and works in the systems municipalities typically use. If you do not have an LMS, it can run in Activate LMS, our own learning platform.
Is it accessible?
Yes, to WCAG 2.1: subtitles, keyboard navigation, contrast and alternative text.
What if our rules change?
Text, questions and feedback you can edit yourselves in the source files. Changes to animation and voice-over we do by the hour or as a fixed annual pool.
Why is it cheaper than a new production?
Because the expensive part — script, animation and legal review — has already been made and is in use in another municipality. You pay for the adaptation.
