Since the study is based primarily on American and internal prices, it may be relevant to try to put it in a Danish context. (Price levels and wages are generally lower in the USA).
Let's look at what it could cost if we instead take as our starting point the study of how long TIME it takes to develop elearning. If we take as our starting point that we want to do an hour of elearning that is at the high end of Level 1 and the low end of Level 2. That is, an hour of "standard elearning" that takes between 80 and 140 hours to develop. Let's say 120 hours for the sake of the example. Now you can multiply by your or your supplier's hourly rate and then you have your price... Simple, right? Unfortunately, it's also too simple, but let's just play with the idea:
If your supplier charges 1000 DKK per hour, it costs 120,000 to create an elearning course in one hour.
If you do half of the work yourself (Analysis and Instructional Design, etc.) it only costs DKK 60,000. If you do even more, it costs even less. If you do it all internally at a cost of DKK 300/hour, it costs DKK 36,000.
As I said, it is very simplified, there are several factors that come into play.
For example, hourly rates vary depending on the tasks to be done. Typically, analysis and design will be more expensive than graphic work and image manipulation. In addition, you often get what you pay for. It may be better to hire a very skilled graphic designer for 1250 DKK per hour if he is twice as good and twice as fast as someone who will charge 800 DKK per hour.
Another factor is that suppliers often charge for uncertainty, i.e. if a project is poorly described, the supplier will add a buffer – especially if a fixed price is to be given.
If you obtain quotes from different developers, you must also set aside time to handle that.
Another factor is that it will typically take longer for project management the more people involved.
Projects can also go wrong for various reasons, especially if you don't have experience from previous tasks, or if it's new technology, etc. So a project could in a worst case scenario cost double or more, and in half if it's a best case.
So there is a lot of flexibility in the answer, but we still hope it can be used for something.
