A complex challenge

Information security, GDPR, good governance and the work environment are not topics that you “just” create a course on. They are complex, legally complex and dependent on both context and recipient.

When it also has to be communicated to a large and broad group of employees in a municipality, where functions, prerequisites and work situations range widely, it requires both professional precision, didactic craftsmanship and close collaboration.

That is exactly what this project has been: A close and ambitious collaboration between Odense Municipality and us – with the common goal of creating e-learning that is correct, usable and relevant for employees.

Five modules – each with its own focus

The project consists of five e-learning modules with a total duration of almost an hour and a half:

  • A basic module , targeted at employees without daily contact with the other topics. The focus is on good behavior in dealing with data, information and communication.
  • A module on information security that specifies what it means to work securely with both digital and analog information.
  • A GDPR module , focusing on the employee's role in processing personal data - and where the boundaries are.
  • A module on good administrative practice , where the formal rules are made understandable through examples and dilemmas from everyday life.
  • A work environment module where legislation and concrete actions are linked in a clear, behavioral format.

A common goal: Precision with respect for time

From the start, Odense Municipality has had a clear level of ambition: E-learning must make sense – and not take longer than it needs to.

There has been a shared understanding that learning takes time. Therefore, we have worked together to make the material as precise and relevant as possible – not to simplify, but to ensure that employees only encounter what they actually need – without compromising professionalism.

This applies both to the basic module and to the more specialized modules, where we have made conscious choices about what should be included – and what should not.

This is not just consideration for the individual employee, but also a responsible approach to the municipality's overall use of time and resources.

A collaboration where different expertise pulled in the same direction

The project has required that lawyers from several administrations, with different considerations and perspectives, collaborate to find common ground – all the while respecting the fact that communication is a professional discipline in itself.

As a supplier, we have been responsible for the learning and didactic organization - with a strong focus on behavior and behavioral design.

The development work is organized based on our DUDUR model , which helps create targeted learning courses that support concrete behavioral changes.

We have structured the material, written scripts, created animations and ensured that the courses are coherent across disciplines.

It has been a joint project where professionalism and communication have always had to work together – and where all parties have pulled in the same direction to make it a success.

It has not been about compromising, but about creating a result where legal precision and learning clarity merge into a higher unity.

Learning as something valuable – not just something you have to go through

For many employees, mandatory e-learning feels like something you have to "go through."

Here the ambition has been different: to create learning that makes sense, respects the recipient's time and makes them better able to act correctly in practice.

We have worked with principles from behavioral design throughout – focusing on promoting the desired behavior rather than simply conveying information.

It has been a pleasure to collaborate with people who both set high standards for the academic content - and at the same time have a deep understanding of how learning must be organized to be effective.
