In the spring of 2016, we were contacted by the digitalization department of Aarhus Municipality , who wanted assistance in running a project to completion. The overall goal was to develop e-learning to support the rollout of a new citizen record system, Columna Cura. Columna Cura, developed by the company Systematic, was to be used by 5,000 employees in Aarhus Municipality's elderly care one year later. The digitalization department has its own e-learning unit, which normally takes care of the development of e-learning content, but due to a senior employee's maternity leave and the scope of the task, we were contacted.

Blended learning implementation

E-learning was to be the main element of the implementation, but it was also to be part of an overall blended learning solution with face-to-face teaching, local implementation agents, information videos and much more. It is one of the largest and most professional learning implementations we have participated in. It was wise and natural for Aarhus Municipality to spend so much energy on preparing and training the staff, as Columna Cura, in addition to being a completely new IT system, was also to implement Common Language III, a joint municipal method developed by KL for documentation and exchange of data in the social and health areas.

Many big challenges

A significant challenge with the assignment was that Columna Cura was a development project that was developed agilely. This meant, among other things, that the system had not been up and running for a very long time before it was put into use. It also meant that it changed frequently. In addition, there were some very specific technical requirements that had to be met. Last but not least, the project was developed in collaboration with the Municipality of Aarhus and Copenhagen. This meant that the e-learning content had to be developed in such a way that the differences in the two municipalities were taken into account, while at the same time ensuring that the content was as concrete as possible.

The heavy workload also meant that for a period of time we needed to significantly increase the production capacity of the e-learning unit. This task was solved by in-sourcing freelancers and hiring new employees.

Development of more than six hours of e-learning

During the project, we worked on the following tasks, among others: development of the overall concept, choice of development platform, choice of development model, budgets, management, recruitment of employees, didactic sparring, visualization - and much more. We developed a total of 28 modules in Articulate Storyline; more than 6 hours of e-learning. The work was carried out in close collaboration with Aarhus Municipality's skilled employees.

It was a collaboration that lasted more than a year. First, we acted as temporary department management, and when the senior employee returned from maternity leave, we became part of an effective management team that continued until the task was completed.
